  1. Whisk together oil and flour blend over medium-high heat in a soup pot until dark and smooth, about 5 minutes.
  2. Stir in onion, celery, and green bell pepper and cook, stirring often, until softened, 4 to 6 minutes. Add garlic, okra, and tomatoes, stir well to combine, and cook a further minute.
  3. Add broth, chili powder and cayenne pepper, increase heat to high and bring to a boil. Reduce heat to medium-low and cook at a simmer, stirring occasionally, for 20 minutes.
  4. Add chicken and cook 10 minutes more. Ladle into soup bowls and serve.
