  1. Heat oil in a large heavy-bottomed pot over medium-high heat. Season beef with salt and pepper, dust with cornstarch, and fry in the oil until browned on all sides, 5 to 7 minutes. Remove beef from pot and set aside.
  2. Add onion and celery to pot and cook over medium heat, stirring often, until softened, about 4 minutes. Add garlic and cook a further minute.
  3. Stir in tomato paste and jelly and continue to cook, stirring constantly, for 2 minutes. Add stock, water, and bay leaf, increase heat to high and bring to a boil. Return beef to pot, reduce heat to medium-low and simmer, covered, until nearly fork tender, about 1 hour.
  4. Add carrots and cook at a simmer for 10 minutes. Add potatoes and cook, stirring occasionally, until beef and vegetables are completely tender, 15 to 25 minutes more. Add water if necessary, to prevent sticking and maintain gravy consistency. Serve immediately.
