  1. Sprinkle the shrimp generously with the seasonings. Set aside.
  2. In a large, heavy-bottomed pot, heat the oil over medium heat, then add the onion, bell pepper, celery, pepper, and a sprinkling of the seasonings and cook, stirring, until soft, 8 to 10 minutes. Add garlic and cook an additional minute. Add the tomatoes, water, and oregano, bring to a simmer, and let cook for about 10 minutes.
  3. Add the seasoned shrimp and cook only until they begin to stiffen and change color, which will take no more than 3 minutes at a simmer. Remove with a slotted spoon and transfer to warm bowls containing the hot rice.
  4. Allow the sauce to cook down until somewhat thick, 5 to 10 minutes, and taste for additional seasoning. When the sauce is done, pour over the cooked shrimp, stir to coat, and serve immediately.
