Heat oil in a large nonstick skillet over medium-high heat. Season fillets with salt and pepper, coat with the rice flour, and sauté, turning over once, until lightly golden and cooked through, about 3 minutes per side. Transfer to two heated serving plates.
Add remaining ingredients to skillet and stir until bubbly and hot. Spoon over tilapia fillets and serve immediately.
